Executive Order: Payroll Tax Deferral Response

September 10, 2020
After consultation with Board leadership, the Executive Director and the institutions, the institutions will not be participating in the payroll tax deferral program and found that the deferral would create an undue burden on our employees so we will continue to withhold payroll taxes.

March 20, 2020
Due to the COVID 19 pandemic and resulting actions taken at both the State and Federal levels relating to work and travel restrictions, the University will continue to process payroll as if the student or employee was unaffected by these restrictions until further guidance is provided. Specifically, we will continue to withhold federal and state income taxes consistent with how these were being deducted prior to any work or travel restrictions. For example, if an employee’s normal work location and residence is in Ames but is now residing (and therefore telecommuting and/or working remotely) in another country because of travel restrictions, we will continue to treat wages as US and Iowa taxable wages and continue to withhold US federal income tax and State of Iowa income tax. For questions related to specific situations, please contact the Payroll Office at As we get updates from taxing authorities, we will continue to assist those impacted.
